He has to confront his own massive knowledge gaps, which is frustrating for someone used to brute-forcing solutions.
Plus, his living situation is still the same empty apartment. No one checks if he’s eaten or slept properly. Sustaining serious, grueling training requires a baseline of stability he just doesn’t have. The drive might be there post-Wave, but the infrastructure for channeling it productively? Missing. He’d likely waste a bunch of energy on dead ends before maybe, possibly, stumbling onto a method.

The biggest challenge is the shift from reactive to proactive training. On the mission, he trained for something immediate. Back in the village, the threat is abstract again. And honestly, Kakashi isn't exactly a hands-on, structured teacher at this point. Naruto would be fighting his own unstable emotions, a sensei who communicates in crypticism, and still that village's disdain, all while trying to actually build a training regimen from scratch. The Wave arc removed his innocence, and rebuilding a studious mindset from those ashes is the real uphill battle.
It makes for a more interesting character study when the fic acknowledges that the loud-mouthed kid might just go quiet for a while, struggling to find his footing in a world that suddenly got very real.
