I'm a fan of 'My Hero Academia' and have to clear up that Dabi, since his introduction, has played the role of an antagonist. Despite his tragic backstory which is touched on in later episodes, he doesn't have a change of heart or redemption arc up to where the anime is currently. Dabi is essentially motivated by his hatred towards his family, and wants to destroy the existing societal norms that superheroes represent.

So, while the audience might empathize with him due to his past, Dabi's actions and decisions don't raster to traditional 'goodness'. Nevertheless, this adds depth to his character and makes him one of the more interesting characters in the show. A key takeaway from his character is the demonstration of how personal trauma can lead one down destructive paths.

In 'My Hero Academia', Dabi does not become ‘good’ in the conventional sense of the word. He remains firmly planted on the side of the villains throughout the present story arc. Dabi's character arc is complex, his past fueled by tragedy and his motives driven by a personal vendetta.
