I'm pretty confident saying no. I follow Viz's releases closely, and they've never announced it. They're still working through Stone Ocean and Steel Ball Run in print. A tiny one-shot from 2000 isn't on their radar.

It hasn't been, which is too bad. I love the mundane adventures in JoJo. This one is literally about returning a lost cat, and it gets bizarre in the best way. Official translations for these sidestories would help preserve the creator's intent, but we have to make do for now.

Nope, no official English translation exists as a standalone volume. It's a shame, really, because it's a fun little side story with great Hirohiko Araki art. Your options are pretty much the fan scanlations floating around or hunting down the original Japanese art book. The main Parts 1-6 have beautiful hardcover releases now, but these obscure side stories often slip through the cracks.
