No, Shanks hasn't eaten a devil fruit. As of the latest One Piece manga, it's shown that Shanks possesses great physical and mental power, but he has got no devil fruit powers. He can easily hold his own against the likes of Whitebeard and Akainu, he's definitely a force to be reckoned with. But no, as far as we know, his power is purely from training and natural talent.
