I see people recommending publication order, but for a first-time reader, I'd actually recommend against starting with her very first books. The writing in 'Irish Thoroughbred' is fine, but it's not representative of the epic, layered storyteller she became. You might get bored and quit before reaching the good stuff.

Start with a hit from the late 90s or early 2000s, like 'The Reef' or 'Carolina Moon'. Get hooked on her modern voice. Then, if you become a superfan, you can go back and appreciate the early work for what it is: the foundation. Every one of those later books is easily available as an ebook, so you won't have any access issues starting in the middle.

The easiest path is to surrender to the series. Her major series are almost all available in full, in order, as eBook bundles. Search for 'Nora Roberts trilogy set' or 'In Death series collection.' I'll just add my voice to the choir saying: don't sleep on the library apps. Hoopla, in particular, has been a treasure trove for me. I've found early 90s titles there that I never saw on Libby or for sale on Kindle. The selection seems to vary wildly by library system, so if you have access to multiple library cards (through family or different residences), check them all. One library's Hoopla might have a title another's lacks. It's a digital lottery worth playing.

I'm just here for the J.D. Robb recommendations. The 'In Death' series is my comfort read. The rest of her books are fine, but give me Eve Dallas and Roarke any day. Luckily, that's the easiest series to find in perfect order everywhere. Start with 'Naked in Death' and thank me later. Fifty-five books and counting of pure, addictive procedural romance. The character development across that many volumes is unreal. You can watch the tech evolve from 'vid-phones' to more advanced concepts, which is a fun little time capsule in itself. My two cents: The 'in order' project is most rewarding for the J.D. Robb series. For the Nora Roberts books, I'd recommend order within sub-genres. Read all her paranormal trilogies in the order they were published. Then all her romantic suspense. Then all her family-focused series. You'll see how her craft evolved within each type of story she tells. Reading 'Dance of the Gods' (2006) right after 'Key of Light' (2003) makes more thematic sense than reading a random standalone suspense novel in between them, even if that's the chronological order.
