Most people will say AO3, and they're right. But I'd add that some of the best, most polished Jirou/Izuku fics I've read were actually posted to SpaceBattles or Sufficient Velocity forums first. The authors there tend to focus on world-building and clever applications of their quirks together, which fits the ship really well. They're less focused on pure romance and more on partnership, which I personally prefer. You have to dig through the Creative Writing sections, but the discussion threads following each chapter are unmatched for deep-dive analysis.

Honestly, Archive of Our Own absolutely dominates this ship. Every time I look for Jirou x Izuku stuff, 90% of what I find is on AO3. The tagging system is a godsend—you can filter for 'Kaminari Denki is Not in This Fic' which is super helpful because he tends to overshadow Jirou in other pairings.
I used to check Fanfiction.net out of habit, but the quality and quantity on there has really dwindled. The search function is so clunky. Maybe it's just me, but I think the community for this specific ship has collectively migrated to AO3 over the past few years.
The platform just fosters more creative takes. You get a lot of musician AUs or fics where Izuku's analysis skills complement Jirou's hearing in really neat ways. The comment culture there also feels more engaging for niche ships; people really dissect the character dynamics.

FFN has a surprising amount of older, completed fics for this pairing from before AO3 took over. The writing can be hit or miss, but there's a certain charm to those early fandom stories. Wattpad... exists. I wouldn't recommend it as a primary source; the tagging is chaotic and you'll wade through a lot of irrelevant content to find the good stuff.

AO3, hands down. The tag 'Jirou Kyouka/Midoriya Izuku' has over a thousand works last I checked. Nothing else comes close for volume or consistent quality. Just sort by kudos and you're set.
