Juno Dawson's 'Her Majesty's Royal Coven' is fantastic for this. It follows a group of witches who were friends in school, now adults in positions of magical power and political conflict. The protagonists—especially the High Priestess—are deeply powerful, but the book seriously interrogates what that power means, who gets to wield it, and the responsibilities that come with it. It's a very contemporary, often dark take on witch societies, with the female characters' strength constantly tested by ethical dilemmas and personal loyalties. The romantic elements are woven into this complex tapestry of power and identity.

Don't sleep on 'A Discovery of Witches'. Deborah Harkness's Diana Bishop is an academic historian who tries to deny her witch heritage, but her power is literally evolutionary and immense. Watching her learn to accept and control it while building a relationship with a vampire is the core of the story. The strength is partly in her magical lineage, but hugely in her intellect and determination.
Some readers find the pacing deliberate, but I think that makes her eventual embracing of power more earned. The sequel, 'Shadow of Night', where she trains in Elizabethan England, is where she really starts to own her abilities in a fantastic way.

It's less about raw power displays and more about resilient, clever power reclamation.
For a grittier, urban fantasy feel, Ilona Andrews' 'Hidden Legacy' series, particularly the Nevada Baylor books, isn't strictly about witches but features a powerful psychic private investigator from a family of magic users. The way she negotiates power dynamics with a ridiculously powerful (and obsessed) suitor while protecting her family is a masterclass in strength under pressure. The magic system feels fresh and the romantic tension is top-tier.

Honestly, I get a bit tired of the 'chosen one' narrative in this subgenre. For a powerful witch who feels more grounded, check out 'Payback's a Witch' by Lana Harper. The protagonist, Emmy, returns to her magical hometown and teams up with a rival witch to take down a cheating ex. Her power isn't world-ending; it's personal, practical, and tied to her family's legacy. The strength here is in her agency, her reconnection with her roots, and her collaboration with another woman. It's fun, queer, and the power feels earned through community and cunning rather than just being innately the strongest.
There's also a great vibe of modern witchcraft mixing with small-town politics. It's less about saving the world and more about righting a wrong, which can be a refreshing form of strength.
