Is this a trick question? Because if you're expecting Whit or Wisty Allgood to show up in 'Kiss the Girls' or 'The President Is Missing', you're going to be waiting forever. Patterson's books are grouped into distinct series with their own internal continuity.
I think the confusion might come from how his publishing machine works. He plots and co-writes books in multiple genres, but they're not meant to overlap. A young adult fantasy protagonist has no business in an adult political thriller. The settings, themes, and target audiences are just too different.
Even within his broader collection of series, crossovers are virtually non-existent. So the answer is zero characters appear in every book. The only thing that appears in every book is the name 'James Patterson' on the cover, and sometimes that's more of a brand stamp than a direct writing credit.

If you search the text of any non-'Witch and Wizard' Patterson book for the names 'Whit,' 'Wisty,' 'Allgood,' 'The One Who Is The One,' or 'The New Order,' you will get zero results. That's the most empirical proof available.
There are no hidden references, no Easter eggs, no subtle winks. The series exist in complete isolation from one another. This isn't a mystery with clues; it's a design feature with no exceptions.
Therefore, the question can be answered with certainty: no characters from that series appear elsewhere. The textual evidence is conclusive, and the publishing strategy makes the reason for that evidence clear.

I appreciate the clarity of all these answers. It settles a minor debate I had with myself once. I saw Patterson's name on so many shelves and wondered if it was all one mega-story. Now I know it's more like a network of independent shows all produced by the same studio.
'Witch and Wizard' is one show. 'Alex Cross' is another. Sometimes the same producer (Patterson) gets credit, but the casts and crews are different. They don't do crossover episodes. That metaphor makes perfect sense to me now.
So, thanks for asking the question. It helped me understand the Patterson phenomenon better. The characters stay in their own shows, and we get to enjoy a variety of genres from one prolific brand.

A simple date flips their entire world on its axis as the two are magically bound together, leaving them sporting strange and unusual powers.

The dynamic shift is fascinating. In their world, Whit and Wisty are the revolutionary leaders. In crossovers, they're specialist allies. They take orders or follow the lead of Max or Daniel, who are the protagonists of those stories. It's a humbling shift that I think works for their characters.
They're not the chosen ones in these scenarios; they're the cavalry. It keeps them from feeling over-powered and allows the other characters to shine. It's a smart way to handle a crossover without undermining either series' hero. You get to see them be team players, which is a side of them their own fast-paced, survivalist plot didn't always have time for.
