Frozen Revenge
That night, Catherine called a shelter meeting.
"The external situation is worse than anticipated," she began. "Manhattan appears to be completely depopulated. Our shelter may be one of the only viable groups of survivors in the region. This changes our priorities."
"How?" Daniel asked.
"We're no longer just surviving the cold. We're rebuilding civilization. The forty-two of us may be the foundation of whatever comes next." Catherine pulled out plans—actual blueprints she'd apparently been working on. "We need to organize beyond immediate survival. Establish roles, responsibilities, long-term objectives. We need governance structure, resource production, population sustainability."
