POV: Nora Ash

The study was smaller than I expected for a man running sixty-three lives.

There was no ceremony to it ,it just had a wide desk, two chairs, a shelf of binders and documents that have the worn spines of things consulted regularly rather than displayed. There was a single lamp too and a window facing the tree line that is dark now, the last of the amber light gone, the forest outside reduced to shapes and the suggestion of depth. Cole was on the phone when I arrived, standing with his back to the door and one hand flat on the desk, and he raised two fingers without turning for two minutes ,so I stayed in the doorway and I listened to half of the conversation I could hear.

The voice on the other end is older and careful like the voice of someone who has been inside political systems long enough to know exactly how loud to speak and when.

"How many votes does he hold?" Cole asked

There was a pause.

"And the third ……. when did it shift?"

There was another pause and it was longer this time.

"Thank you, Harrow." He said as he ended the call. He stood with his hand still flat on the desk for exactly three seconds, which I have learned is the specific amount of time Cole Vance allows himself to absorb difficult information before he moves into response. Then he turned and as soon as he saw me in the doorway, he said"Come in. Close the door behind you."

The inner four arrived within four minutes.

Jared first, then two wolves I know by sight from the dinner table , a broad-shouldered woman named Sable and a quiet, watchful man named Dex who runs the night rotation and has the particular stillness of someone who has spent years in the dark listening for things before they announce themselves. They took up positions around the study without being assigned to them, and it was the natural arrangement of people who have done this before in this room with this man.

I sat in the chair against the wall.

Nobody asked me to leave and Cole did not explain my presence either. That, I understand, is itself an explanation.

Cole laid it out. It was clean, fast with no softening: Victor's Summit inquiry is not about the border crossings. It is documentation. He is building a public record that establishes Black Ridge as a territory where something unusual is occurring , a record that, when his real move comes, will make him look like a concerned regional Alpha responding to documented patterns rather than what he actually is. The inquiry is the foundation. Whatever Victor files next will be built on top of it.

"He has seven days,which implies that we have seven days."

The room held this….then Cole gave assignments without pausing between them.

Jared handled the Summit response , formal, technically complete, giving Victor nothing to work with while not appearing to obstruct the process. Sable went to the Cascade Pack contact, who has been neutral on Ironwood matters for three years and whose neutrality Cole wants tested, not committed. 

Dex went to a small northern pack that has opposed Victor in the past and whose Alpha Cole has a standing relationship with. A fourth wolf , a woman I have not yet met, whose name is not said aloud in this room, only referenced as *the eastern contact* will reach the third ally through a channel that does not touch any Summit-accessible communication.

I was not asking for support yet….I was just reading the room and mapping who is moving and who is staying still and whether the stillness is neutrality or something that has already been purchased”.

"Nobody talks about her." He did not look at me when he said it. He did not need to. "Inside the inner four only. If Victor does not know she is here, that is the only advantage we have right now."

"He knows she left Creston." Jared said

"Knowing she left is different from knowing where she arrived." Cole nodded and said….I could feel the certainty in his voice.

"Agreed." Jared said after a beat.

The inner four left under sixty seconds, the same way people leave a room when there is no time to linger and they know it. The door got closed and the study was suddenly quiet in the way it is quiet when there were five people in it a moment ago and now there are two.

Cole looked at me.

"Victor has three Summit votes." I said staying an already known fact.

"Yes.” He said.

"And you." I said 

"I hold one. Possibly two, depending on the eastern contact's read." As soon as Cole said this,I could almost feel the uncertainty in his voice but he ensured it didn't show.

I did the math. It is not good math. Three to two is not a fight you want to have inside a council chamber if the alternative is finding a way to not need the chamber at all. I thought about the framing the way Victor has structured this as a documentation exercise rather than a direct confrontation. He was not charging Black Ridge with anything. He was asking questions. He was building a record by being a concerned regional Alpha who simply wants to understand some border activity.

The most dangerous kind of enemy is the one who does not look like one.

"He is going to call you."Cole said as looked at me.

"He filed the inquiry and then he is going to wait , not up to a day or maybe two for you to reach out. Because reaching out first looks defensive, and defensive is the posture he wants Black Ridge in before the real move."

He held my gaze for a moment before affirming

“Yes."

"But not calling looks like avoidance. And avoidance reads as confirmation that there is something to avoid." I had done my conclusion before I responded.

"Also yes." 

"So you call him first tonight. Before he has time to let the inquiry sit." I said and immediately,something moved through his expression ,it was fast, clean, the specific recognition of a man who has arrived at the same answer and is noting that someone else got there simultaneously. 

He did not compliment the reasoning. He just picked up his phone and opened a contact and looked at it for a moment before he pressed a call.

I knew I should leave…..this was not my conversation. This is an Alpha calling another Alpha in the political language of a world I have been inside for exactly one day. I knew I should go back to my room and let him handle the thing he has been handling since he was nineteen years old.But…….I did not leave.

And He did not tell me to.

He raised the phone to his ear and the call connected on the first ring. I watched his face when it did the first ring, it was immediate, no waiting. Cole's jaw tightened by one degree. Just one.

The voice that comes through the speaker was warm,patient and almost pleased.

"Cole……I was wondering when you would reach out."

And There was a pause that was perfectly calibrated ,long enough to feel generous, but short enough to feel controlled.

"I assume this is about the girl."

The room did not change temperature and the lamp did not flicker. The forest outside the dark window continued being the forest and everything was exactly as it was one second ago.

But the word *girl* in Victor Hale's mouth was said with that particular warmth, that particular ownership, like she was a topic he has been keeping ready, a subject he has been looking forward to discussing,and it did something to the air between Cole and the phone and the desk and me sitting in the chair against the wall.

Cole looked at me.

Just for a second. 

His eyes were pale silver in the lamplight and they were completely steady and what was in them was not fear and not anger. It was something older and quieter and considerably more dangerous than either.

He turned back to the phone and said "Victor."

His voice was flat. The flattest I have ever heard it. The voice of a man who had decided that performance costs energy and he had no energy to spare on it tonight.

"Let's talk."

And across sixty miles of dark forest and pack territory and twenty years of a plan Victor Hale built before I was born, the most patient man I have never met settled into his chair.

And began.
