They were waiting for Detective Drake to arrive and help restore the community back to normalcy.
Based on the information that Anders had supplied to Drake, the FBI was brought into the investigation. Drake had managed to quickly escalate the situation to the higher ups within the police force because of his connection to Finn and the corruption that Anders had presented. .
As a result, Agent Mia Templeton would be traveling with Drake on the same flight and they would pull rank over Caleb.
Not only would they pull rank, they would send him back to the Madison office, where he would face an internal investigation pertaining to his behaviour.
Fortunately, Caleb wasn't aware of the change in organizational structure.

Drake calmly held the phone to his ear and spoke with clarity to his wife, "I am safe but there is a situation here. There has been an unfortunate accident that I must attend to." He explained the situation and he just waited for help. He tried not to panic his wife but he needed to get out of the station as soon as possible. He felt Anders pick up his wrists and swear at the sores that had festered while Caleb forced Finn to wear them while in his hospital bed. He felt relief coursing throughout his entire body as he walked onto their front porch. Every step was a struggle, just to put one foot in front of the other. Walking was still very painful and Finn needed to avoid the stairs for another few weeks, but he hobbled home, this time in daylight with Lili, Anders, Stacey, Russel and Reese surrounding him to welcome him home.
