The words caught in Julian’s throat, thick and dry as dust. He had prepared for this encounter a thousand times in his mind, imagining a negotiation among equals, a respectful trade agreement where he could leverage his pack’s historical alliances to secure the funds they needed. Instead, standing at the base of the throne, he realized he had no leverage left at all. He was entirely at the mercy of the woman he had cast aside into the biting winter cold five years ago.

"My Queen," Julian began, his voice scraping against his dry palate, forcing the formal title past his lips like broken glass. "The Vance Pack formally requests a restructuring of our regional trade tariffs, alongside an emergency liquidity injection to stabilize our winter food reserves."

A low murmur rippled through the upper tiers of the amphitheater. Asking for tariff restructuring was one thing; asking for an outright liquidity injection from the royal treasury amounted to financial vassalage.

Audrey tilted her head slightly, her gaze unwavering. She didn't interrupt him, allowing the heavy silence of the court to emphasize his desperation.

"In exchange," Julian continued, though every word tasted like poison, "we are prepared to offer secondary trade priority on our northern timber yields and joint border patrols along the western ridge."

Before Audrey could even respond, a sharp, mocking laugh echoed from the gallery. Commander Eric shot a warning glance toward the upper tier, instantly silencing the noise, but the damage was done. The offer was laughable. Northern timber yields were mediocre at best, and their western ridge patrols were already understaffed and vulnerable.

Audrey slowly leaned forward, resting her elbows on the armrests of the throne. The diamonds on her crown caught the torchlight, casting a cold, brilliant glow across her face.

"Timber yields that are currently rotting in unmanaged forests, and patrols that cannot even secure your own borders against highway bandits," Audrey said, her voice carrying an effortless, cutting mockery that made Julian flinch. "You come into the Imperial Citadel, Alpha Julian, asking for the crown to bail out a dying territory, and you offer us things we already own, guarded by men who can barely protect themselves."

Julian’s fists clenched tighter, the veins in his forearms bulging. "Name your terms, then," he ground out, the humiliation burning a hole straight through his rigid pride. "If our offerings are insufficient, tell me what price the Citadel demands."

A slow, chilling smile touched Audrey’s lips. She gently smoothed the fabric of her heavy velvet gown, her eyes locking onto his with a predatory intensity.

"The price for the Vance Pack's survival is absolute compliance," Audrey declared, the weight of her decree dropping over the hall like a falling portcullis. "You will cede full administrative control of your southern trade routes to the royal treasury, and you will step down as Alpha, transferring executive governance of your pack entirely to an imperial-appointed magistrate. Do that, and your people will eat this winter. Refuse, and you can walk back out those doors to your freezing, empty halls."
