The Arbiter's trial lasted three days.

Wolves from a dozen packs testified. Wolves she had caged. Wolves whose families she had destroyed. Wolves who had served her, then turned against her.

In the end, the Circle voted: imprisonment, not death. The Arbiter would spend the rest of her life in a cell, watched by wolves she could not manipulate.

"Mercy," Dax said.

"Justice," I replied.

"There's a difference?"

"Sometimes. Not today."
