The most passionate moment might be his proposal, but her biggest growth moment is walking away from it to preserve her self-respect. The balance is in the tension between what she feels and what she knows is right for her soul.
That model is still powerful. The passion isn't balanced with growth within the relationship at that point; it's balanced by growth that opposes the relationship's current form. It forces the other character to grow as well (Rochester's humility) before a true, balanced union can happen. Sometimes growth means saying 'no' to a passionate but damaging dynamic.

Forbidden romance setups are great for forcing this balance. The passion is amplified by the taboo or obstacle. But for the relationship to progress beyond a secret fling, immense emotional growth is required. One or both must find the courage to face society, family, or internalized shame.
The passion provides the motivation to endure the pain of that growth. Why face the terrifying prospect of coming out, leaving a marriage, or defying a kingdom? Because what you have is so passionately compelling it's worth the cost. The growth is in building the resilience to pay that cost. The balance is inherent to the premise: the higher the passion, the greater the growth needed to legitimize and protect it.

I feel like a lot of modern romance gets this right by incorporating therapy language and mindfulness, sometimes to a fault. But it does help articulate the growth side. Characters talk about boundaries, triggers, and communication styles explicitly. The passion is still there, but it's framed by this more conscious approach to building a relationship.
It's a different kind of balance. Less 'you make me crazy' and more 'the intensity you bring up in me is challenging me to manage my emotions better.' It might feel less wildly romantic to some, but it represents a form of emotional growth that's very relevant to contemporary readers. The passion is the feeling; the growth is the skill set to handle it healthily.

Secondary sources of conflict are vital. If the only thing driving the plot is 'do they or don't they?' passion, growth has limited space to emerge. But if you have strong external plots—a family business in trouble, a political scheme, a mystery to solve—the characters have to grow as individuals to handle those challenges. Their romance develops in the interstices.
The passion provides the emotional anchor and motivation, but the growth is demanded by the wider world. They learn patience, strategy, courage, or resilience to deal with the external plot, and those skills then bleed into and strengthen their relationship. The balance is between the internal fire of the romance and the external pressures that force personal development, with each strand informing the other.

I think the balance is in the pacing. Dump all the passionate, steamy scenes in the first half, and you've got nowhere to go but repetitive drama. Space them out, and use the intervals to show the consequences of those intense moments. What happens the morning after the big fight and makeup? How do they navigate a regular Tuesday after a weekend of passion? That's where you weave in the growth.
The characters should be slightly different people after each major passionate peak or valley. Maybe they've learned to trust a little more, or to articulate their needs better, or to set a boundary. The next passionate scene then plays out under these new conditions, which feels rewarding for the reader who's been paying attention to their journey.
