A creature that requires constant, exhausting care, draws dangerous attention, forces him into ethical dilemmas about ownership versus partnership. That's where real character can develop—through the sheer, grinding responsibility of it, not through a power-up. I stumbled on one where the hatchling imprinted on him had chronic health issues from improper hatching; watching Harry juggle Healer visits, ancient texts, and hiding this massive secret from the Dursleys did more for his empathy and stubbornness than a hundred 'Lord Potter' fics.
I guess the best ones use the dragon to mirror and magnify his own isolation and latent power, but make him work for every scrap of understanding between them.
