Every time I see this question, I'm tempted to wave the 'Frog and Toad' series like a flag. They're early chapter books, but the language is so clear and the friendship stories are genuinely sweet. I see a lot of recommendations for series, but single, standout picture books can be perfect. 'Go, Dog. Go!' by P.D. Eastman is practically a phonics and sight word primer disguised as a surreal dog party. The text is minimal, the action is clear from the pictures, and kids master it quickly, gaining huge confidence.
'Brown Bear, Brown Bear, What Do You See?' by Bill Martin Jr. is another one. The predictable pattern and animal focus make it a first reading favorite. Sometimes the classics are classics because they're brilliantly engineered for beginners.
