The only truly non-negotiable order is within parts 7 and 8. You must read 'Steel Ball Run' before 'JoJolion'. They are directly connected in the new continuity. Okay, but has anyone actually successfully gotten someone into JoJo by having them start with Part 3 or 5? Every time I've seen it tried, the person ends up with so many questions. 'Who is this old man?', 'Why does he hate this Dio guy?', 'What's a Stand Arrow?'. The series is so densely self-referential that starting anywhere but the beginning turns it into a confusing clip show. The intended order exists to answer questions as they arise, not create a barrage of them from page one.
