It's interesting that this is even a question. Maybe because some light novels have .5 volumes or parallel series that are essential? This one doesn't. The .5 volume is purely bonus material.
So, my order recommendation: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, (10.5 optional), 11, and so on. That's it. No tricky branching paths.
The story is linear, and the power progression is cumulative, so order is paramount.

It's not an anthology. It's a single continuous story. Therefore, chronological order by volume number is the only logical approach. The events of volume 2 happen after volume 1, and before volume 3. It's that simple.
Any other order would create a nonsensical narrative where the protagonist gains powers before he gets them, or forms alliances before he meets people. The cause-and-effect chain requires the published order.
