The physical figurines themselves aren’t free, you have to buy the little characters. However, once you have a Creative Tonie and you link it to your account through the app, you get access to lots of free audio content options and you can record your own stories or songs for free! The app is what lets you manage those recordings and link that free content. The initial audio content on the original character Tonies (like Disney or Paw Patrol) is already on the figurine when you buy it, so you get all that content included in the purchase price of the physical figure.
