Writing emotional scenes with Neji requires understanding the core of his character—the tension between duty and suppressed vulnerability. The most effective scenes I’ve read don’t have him breaking down crying immediately; they show emotion through controlled details. A slight tremor in his hands while adjusting his headband, a longer-than-necessary pause before responding, a gaze that briefly loses its sharp focus. His love language would be acts of service, not grand declarations. Maybe he silently treats an injury the reader got during training, his chakra glowing with a gentleness he never uses in combat, and the real emotion is in the reader noticing he’s avoiding eye contact the entire time.
The Hyūga cage bird seal is a massive emotional reservoir. A scene where the reader accidentally touches his forehead and he flinches away violently, then spends the next day being coldly formal as punishment to himself for his reaction, has so much potential. The emotional payoff comes later when he, unprompted, takes the reader's hand and guides it back to his forehead, a silent act of trust that’s more intimate than any kiss. His pride is his armor, so emotional breakthroughs often happen when that armor is compromised—exhaustion after a near-death mission, a fever lowering his inhibitions, or the reader witnessing a moment of raw failure. The key is that Neji communicates in subtext; the reader (and the audience) has to learn to read the slight shifts in his meticulously maintained composure.

Maybe they just sit in companionable silence under a tree, and the act of them simply choosing to be there, without expectation, becomes the emotional core. Physical touch, if you use it, should be deliberate and loaded. Him adjusting the reader's grip on a wooden sword, his hand over theirs, and the contact lasting a second longer than necessary can say more than a paragraph of internal angst.
Also, avoid making the reader a savior. The emotion is in the mutual recognition of loneliness, not in curing his. A scene where they share a simple meal and he watches the steam rise, and the reader thinks about the fleeting warmth of normalcy, can hit harder than any dramatic confession.
