Alright, so Toga's whole deal is way more than just 'crazy girl with a knife.' Her evolution isn't this linear path to goodness, it's more about the manga slowly peeling back the layers of why she is the way she is. We start with this feral, blood-obsessed villain who just wants to 'become' the people she loves, literally. But then we get those flashbacks with her as a kid, trying to suppress her Quirk and her urges because society told her they were monstrous.
