Definitely them, I thought. The Wolf Pack Elders Council will be able to solve this. Doris is now a member of the Red Moon Wolf Pack. She has to obey the rules of the Wolf Pack and cannot kill any member of the pack.

If she tries it, she will definitely be punished by the Elders council. They are the head of and above all Wolf Packs so they need to obey, Doris is definitely not an exception since she is a member of the Wolf Pack.

The Elder council is also known for their responsibility in the inheritance ceremony of an Alpha and a Luna in a wolf pack. They can even sometimes have a say in the dismissal of a wolf pack Alpha.

The Elder Council follows the instructions of the Moon Goddess given them. They predict troubles too. The Elder Council predicts a crisis in a wolf pack and goes to where the wolf pack may be to assist the Alpha stuck in such a crisis.
