If you're active on Twitter or Tumblr, follow Seven Seas. They announce sales and sometimes bundle deals. That's how I got the whole set digitally for a good price once. It's more about monitoring the publishers than finding a static website that hosts the text.
The concept of a 'site' providing the full novel is kinda outdated for this particular title in the English market.

It's worth paying for. The story is dense and intricate, and having a reliable, error-free text is crucial. I tried reading an old fan translation archive years ago, and the notes were helpful, but the text itself had a lot of typos and awkward phrases.
The official version is polished. It feels like reading a proper novel, not a draft. That alone makes the purchase worthwhile for such a long and involved story.

I was so happy when Seven Seas picked it up. The translations are respectful of the original and the books themselves are nice objects. For the digital side, I've bought from both Kobo and Kindle. No differences in content, just pick your preferred ecosystem.
I'd warn against any site that has 'free pdf download' in the title. Those are typically content farms that might even have malware. It's safer to just spend the money.
