Bakugo's fight is the heart of it. He's up against these third-years who keep talking down to him, telling him he's not ready, that he lacks resolve. His entire struggle is to prove them wrong, and he does it in the most Bakugo way possible: by exploding his way through every barrier, literal and metaphorical. The 'villain' is the condescension of the system. Todoroki's parallel story is about apologizing for a villain (Endeavor) he didn't choose. Both are incredible hero journeys.
