Honestly, I think people overcomplicate this. The biggest thing for impact in a short story is just nailing the ending. A mediocre story with a killer last line or a shocking, yet inevitable, final twist will stay with people way longer than a beautifully written piece that just... peters out. Look at Shirley Jackson's 'The Lottery'. The prose is almost blandly straightforward, but the sheer horrific impact of that final revelation, delivered so matter-of-factly, is what makes it legendary. It's all in the structural payoff. Everything before it is just careful setup for that moment. A weak ending undermines the whole experience, no matter how fancy the techniques used earlier were.

Okay, this one always makes me think of my creative writing workshop days, where we'd agonize over every comma. I'm not convinced there's a magic formula, but the stories that stick with me the most often do this thing where the prose itself mirrors the character's mental state. Not in a heavy-handed way, but subtly. Like, a character feeling trapped might be described in short, repetitive sentences with a lot of concrete, physical details of their immediate surroundings—the grain of the wood on the table, the slow drip from the tap—instead of big, flowery emotional monologues. It creates this claustrophobic immersion that a direct 'she felt anxious' never could.
Another technique that's criminally underused in short fiction is manipulating chronology. A linear A-to-B story is fine, but starting in media res with a fragment of the climax, then looping back to show how we got there, can generate so much more narrative tension than a standard setup. It forces the reader to actively piece things together. I read a story once that opened with the line, 'The salt shaker was empty, which is how I knew he was really gone.' The entire rest of the piece was just them making dinner the night before, but every mundane action was charged with that opening line's foreboding. The impact came from the juxtaposition, not the events themselves.
Ultimately, for a short story, economy is king. Every element—a line of dialogue, a described object, a shift in weather—needs to pull double or triple duty. A mentioned photograph isn't just set dressing; it should reveal something about a relationship or foreshadow a loss. The impact gets diluted if you include details that are merely decorative. The most powerful short stories I've read feel like a single, perfectly thrown punch: all the force is concentrated in one spot, and the resonance comes from everything you didn't need to say explicitly.
