The 'meet' is crucial, but so is the 'why now?' Why do these two people collide at this moment in their lives? Maybe one just got out of a long relationship and is sworn off love. Maybe the other is about to move across the country. That ticking clock or emotional barrier adds immediate stakes. In your outline, establish the 'before' state for each character. The story is about how loving each other changes that state, for better or worse, and whether the new state is one they can both embrace.

While novel pacing is different, the emotional structure is similar. Translating that to prose, you might have the 'cute meet' in chapter 3, the 'first unofficial date' by chapter 8, etc. This commercial structure exists because it works on a psychological level to build and release tension satisfyingly.
