Don't overcomplicate it. The reading order is on the author's website and in the front of the books for a reason. First Law Trilogy, Standalones, Age of Madness Trilogy. It's a linear narrative across decades. Each book has a self-contained plot, but the world changes, characters age, politics shift. Reading it linearly is the only way to feel the full weight of that passage of time.
