Who said the weak can’t become strong? Even without powers I can become the most powerful. The Hunter race had existed for several millennia working both in the shadows and in the light protecting humanity from creatures that aren’t from this world, at the age of seven every child in the Hunter race would visit the Hunter god’s temple and receive his blessing in the form of a supernatural ability.
