“He’s turning the city against us. Every time we move, he moves too, and no one can tell which side is real. If this keeps spreading, the city won’t trust us anymore.”
Ian leaned back in his chair, grin sharp but eyes thoughtful. “Trust is overrated. Fear keeps people alive. If they can’t tell who’s real, maybe that keeps them off balance.”
Madison’s glare cut across the room. “Fear doesn’t hold a city together. It tears it apart.”
