The way I see it

The governor was getting to Claire with his words so she took a deep breath and answered his question.

“I guess the latter would be easy.”

“You see; so you must be understanding of your friends and protect them rather than hate them.” the governor advised.

“But how can I do that? The president is murdering all those in support of their existence. It’s an all-out war and I have no powers. What can I do now? I’m just a mere human.” Claire responded.

The governor was pleased that he had successfully imputed into her the idea of forgiveness. Now, he just had his own problems to think about. But then, there was a sudden noise outside of his house. He gazed outside the window in his room to find the presidential fleet outside of his house. He became upset because he knew that they were there because of Claire.
