The ability to manipulate psionic energy allows the user to be able to do anything.
This is not a metaphor or figure of speech.
Someone with enough control and psionic power can warp reality to fit their needs, no matter how crazy their desires are.
The greatest example is God/Goddess who theoretically has an infinite amount of control and psionic power thus granting him/her omnipotence.
While the entity, called the voice, is powerful, there is no way to properly quantify its psionic ability or if it even uses such a resource. If we assume that the voice is powerful enough to prevent God/Goddess from banishing it from the universe which contradicts God/Goddess' omnipotence, then that means the voice is eithe
I really wanted to rant a bit about the many things that the story might or might not have. So here you go.

David's vision changed as he found himself lying on the jungle floor. Oh, I'm actually here. David slowly stood up. David has been traveling the rough forest of Foserense for days now in search of a home. In the morning, he would evade the dangerous creatures that lurk in its foliage while making sure to log any important information he could find. In the afternoon, he would hunt for food, both for the afternoon and the next morning. In the evening, he would find a small place where he could hide so he does not get assailed or attacked by the forest’s dangerous denizens. He wasn’t always successful. There were times that he couldn’t evade the dangerous creatures nor find any food. The worst is at night when he is weak and tired and an animal attacks him. This night was one of those sleepless nights. David pushed through the foliage as he evaded the incoming bone knife. T
David woke up. He stretched for a bit. He took a drink from the river. He cleaned up. After doing his usual morning routines, he goes to check on the plants he was cultivating. The biotubes are doing fine… That’s weird… why do they grow so fast. David was admittedly never a farmer. He barely knew anything about farming so this should have been an almost impossible task for him but for some reason, he could access information about tasks he wasn’t familiar with. It raged against the pain that threatened to kill it. The super reptile’s body was in pain yet it moved with purpose. The creatures that were biting its body were weaker than it but it couldn’t kill them, at least not easily. It roared to terrify the creatures but they clung as strong as they can on its body. It felt blood slowly seep out of its wounds but it couldn’t surrender. It was the apex predator. It wasn’t something that was supposed to die to weak and pitiful creatures. Despite being an animal, it slowly gained these thoughts the longer it lived. It strained against the creatures that held it back. It would survive this.
A boar-like creature was grazing off a lush field. Its teeth were able to crush the thick leaves and squeeze out whatever juices it could. In its animal mind, it was happy and content. It didn’t want for much, except maybe more of its species to reproduce with. Actually, the creature wonders a bit. It looks around to look for its companion but finds itself alone.
