The conversation was quicker than Jefferson expected. They even joked about anything else more than discussing the new mall. Besides, it seems that Hugo doesn't care about the construction progress that the old man talking about; he maybe will care only when that old man says that the mall is ready, and perhaps he will also tell Homer to prepare.
