Roy and Clarence were undecided about where to detonate the bomb. Clarence had suggested one of the New York subway stations, but that would mean finding a way to locate the truck on a busy street and waiting for the right moment. Roy discarded the idea for now, since if they had to look for a street like this, anyone could serve them, whether it was close to a subway station or not, so the decision was to look for any busy street, seeking the greatest number of victims possible. They finally chose Fifth Avenue, located between 42nd and 34th streets, near the Municipal Library, and began looking for a place to park.
