I see it mentioned less now, maybe because it's older and huge, but it nails the 'epic adventure' brief. The relationship develops slowly against the backdrop of a war with a new enemy in the north, and the author really understands the geography of Middle-earth, which makes the travel chapters compelling instead of tedious. My only gripe is that the ending feels a bit rushed compared to the meticulous build-up, but the journey there is absolutely worth it.
Honestly, most of the top-recommended ones skew really romantic, which isn't my bag. I'm here for the bromance and the swords. 'The Hands of the King' is the one that clicked for me—it's a missing-mission fic set during the Fellowship, where Legolas and Aragorn get separated and have to survive a mountain pass. If you want something that focuses on the 'adventure' in 'adventure romance,' start here. It's tighter and more focused than a lot of the door-stoppers out there.
Tried reading a few of the big names and they often get bogged down in elf-lord ceremony or overly intricate politics. For a pure, fun adventure romp, 'The Road Goes Ever On' by Aduial is my comfort read. It's basically a series of connected vignettes—Aragorn guiding a very young, pre-Fellowship Legolas through the wilds of Eriador. Lots of getting into scrapes, learning about Men, and quiet campfire moments. The scale is personal, not world-saving, but that makes the bonding feel earned. The writing is straightforward and warm, without the sometimes stifling grandeur other fics aim for. Just two future legends being young and a bit reckless.

Ugh, finding a truly epic Legolas/Aragorn adventure fic is like searching for mithril in the Misty Mountains. So many stories just get lost in the shippy moments and forget the 'adventure' part.
