I wonder if the OP is asking because they've seen reading order charts for things like the 'Fate' series. Thankfully, 'My Hero Academia: Vigilantes' requires no such chart. A single, straight line from Volume 1 to Volume 15 is the entire map.

The only exception to the 'volume order' rule is maybe the extra chapters or side stories, but those are usually included in the relevant volumes anyway. So the rule still stands.
The collected volumes are the definitive, in-order experience. Anything else is just scattered chapters. Publishers spend a lot of time deciding what goes in each volume to create a satisfying reading experience. We should probably trust them on this one.

Honestly, just follow the official volume release order. Viz Media's volumes are the way to go. The fan scans might have uploaded chapters out of sequence years ago, but the collected volumes present it as intended.
You start with 'Illegals' (the early subtitle) and go straight through. It's a complete story now, so you can binge the whole thing without waiting for new chapters, which is a nice feeling.
