Hmm, I don't know. I tried reading the first one years ago and couldn't get into the writing style. Maybe it's just not for every adult, but kids seem to love it. I guess that's what matters. Disregard my opinion!
I think we overcomplicate 'ideal'. For a middle-grade reader, the ideal book is one they'll actually finish. 'The Lightning Thief' has a killer hook (being accused of stealing Zeus's master bolt), clear short-term goals, and consistent rewards (new monsters, new powers, new allies). Its structure is practically engineered for completion and immediate satisfaction, which builds reading confidence.
The first book is the only logical starting point. The entire emotional payoff of the series relies on watching Percy, Annabeth, and Grover grow from scratch. Starting anywhere else robs you of that journey. You wouldn't watch 'The Empire Strikes Back' first. The Lightning Thief' is 'A New Hope'. It's non-negotiable.
What makes 'The Lightning Thief' ideal isn't just the plot; it's the pedagogical approach. Riordan is literally teaching Greek mythology through a compelling narrative. A new fantasy reader is also getting a fun mythology lesson. The chapters where Percy learns about his father and the other gods at Camp Half-Blood are seamless info-dumps. It's fantasy that also feels educational in the best way.
I'm gonna go against the grain and say 'The Battle of the Labyrinth'. It's the darkest of the original five, sure, but that's why it's compelling. It explores the Labyrinth, this ever-changing, claustrophobic nightmare, which is a fantastic fantasy concept. It deals with loyalty, loss (Bianca), and the creeping threat of the Titan army in a very tangible way. For a reader who likes a side of eerie, gothic adventure with their fantasy, this is the one. The scene with Pan fading... it's hauntingly beautiful. It teaches that some endings are melancholic, even in a victory.

"We will not stay hidden away or kept locked up. We have no interest in this life. We are going to walk on the earth with the supernatural and humans. They accept us more than you do." Mykenzie announces.
