The action choreography in Flynn's books is so crisp. You can visualize every move. Later, Mills maintains that clarity. It's a consistent strength across the entire series, regardless of order. If you're in it for the meticulously described tradecraft and combat, you'll be happy reading any of them. The order matters more for the emotional and political through-lines than for the set-piece action scenes, which are almost all self-contained triumphs.

Consider the protagonist's age and weariness. In chronological order, you watch a young, fiery recruit gradually become the weary, cynical veteran. In publication order, you meet the cynical veteran first and then later see the young recruit. Which character arc is more powerful to you? A linear growth into bitterness, or a revelation of the past that explains the bitterness?
I prefer the tragic unfolding of the linear path. Seeing the idealistic edge slowly worn away over decades of black ops and betrayal is a profound commentary on the cost of that life. The publication order offers more of a mystery, then an explanation. Both are valid, but they create different narrative experiences.
The Kyle Mills era books are a soft reboot. You could theoretically start with 'The Survivor' and get a modern thriller with enough recap to understand Rapp's status quo. But you'd miss all the emotional weight of his past. I wouldn't recommend it, but it's an option if the older early-2000s political landscape of the early Flynn books feels too distant for you.
