Some gear is categorized as decorative or as wearable debug items, so flip through the debug filters (the little slider/eye icon or set the filter to show hidden). Place items into your household or buy them like normal objects. If you want more precision, the Sims community wiki and item databases list exact object names and IDs for things tagged as rare in the 'Werewolves' pack. I usually make a save before messing with debug mode, because you can accidentally place weird items in the wrong slots — but it’s so worth it when you see a Sim wearing a proper rare talisman under a full moon.
