The hooded person was actually a detective who was working undercover to solve the recent cases on his table, despite that many cases had been solved by him, he found this particular one a mystery that he couldn't solve. Having to set all the missing pieces and evidence he finally found out where the Takahashi family lived so he infiltrated for two reasons.

A detective dressed in plain clothes emerges out of the home and walks toward the crowd, where reporters stand with microphones pointed at them. "Detective! Detective! What have you discovered inside? Is there any indication that Diego Myers is a drug dealer?" A journalist inquired. 'What,' I whispered to myself, surprised. The detective maintains his composure while not disclosing too much information. Her gaze moves to the home before he addresses the media. "At this moment, we are undertaking a comprehensive inquiry. THE DETECTIVE'S TESTIMONY LUCIEN'S POV The detective's name is Colin Mercer, he is sixty-one years old. He retired from the police service fourteen years ago on a pension that, it has now been established, was supplemented substantially by a series of payments from a nominee account connected to Victor Hale's network of intermediary companies. He spent eleven days investigating Robert Vale's death. He closed the case as accidental. He retired shortly after and has spent fourteen years in a house in the Midlands with a garden and a routine and the particular arrangement of someone who has agreed with themselves not to examine certain things too closely.

Victor didn’t answer. They stepped out of the car and headed inside. Alec had barely taken two steps when a familiar voice spoke from behind them. “Well… if it isn’t Alec Blackwood.” Alec stopped. Dominic shouted. “Well there's no reason to hid it anymore since you already know, I am Detective Avery, yes I work for the cops and Red Talcum head? I've been trying to pin down the Mafia ring you work for but it's been very difficult, Andrew Richardson” Avery said smiling and packing her hair in a bun.
