He was able to shift one beastly arm and not produce any other animal parts. This sounds like a stage three shift but he seems to be constantly in it. This means he has mastered not just one animal tribe, but the chimera power itself. It is safe to say that he is in fact not a shifter anymore, but soloy a chimera.

He could hear his friends yell for him running towards him shifting to attack the man. The man didn't drop Charms, he switched her to his other arm swinging his arm throwing Nico off.
