She wants to reunite with her son, Shido, but her method involves destroying and absorbing every other Spirit to regain her complete power.

What's fascinating is how she operates. She's not a front-line antagonist for most of the story; she's a ghost in the machine, a distant goal. Her 'love' is possessive and absolute, viewing the other Spirits, especially Tohka, as mere extensions of herself to be reclaimed.
