So Hikari was thinking that everything that he needs to do is just creating a weapon for the character. Neu draws his character was holding a weapon, So Hikari does not need to draw a weapon for Neu's character. There was a weapon that Hikari take from the game that he said and there was a weapon design that he created by himself.
