Damon looked up at him, as if he didn't understand.
The elder forced himself to continue. "Then there's the distribution of winter herbs, the exchange order along the southern salt route, the old agreement to trade winter coats for the young wolves with Grayridge... Luna has been keeping all of that running, bit by bit, over the years. She doesn't like showing up in the council hall, but the border packs trust her more."
Damon stayed silent for a long moment.
A memory of Yuna leaning over the table, writing letters, suddenly flashed through his mind. She hated the noise in the council hall and often carried stacks of ledgers back to the main house, muttering curses at the stubborn old wolves
