The mercenary he’s after is waving a handful of bills in the air, yelling that he's not paying unless Jack catches him, and the whole crowd is enjoying the show like it’s entertainment they paid for.
“These idiots,” Cliff mutters, shaking his head, though he’s very clearly amused. “You’d think they have nothing better to worry about.”
