Neiwei is one of the main characters in the story; He was one of Vivanna's two concubines that had fallen headfirst for Daisy. Unlike Sebastian, the other concubine whose contract I can't seem to find, Neiwei had been dealt some raw cards by the author.
Neiwei ruled a small country North of Envia, but a war had broken through between the two nations. Ariet was the name of his country. When a drought had plagued Ariet, they had requested the King of Envia to help them by sharing their surplus food, but instead, The King had seen this as a blessed opportunity to expand Envia's territory.
