Plot vs. character is a false dichotomy. The best book I've seen that integrates them seamlessly is 'Creating Character Arcs' by K.M. Weiland. She shows how the plot events (the external story) should be a direct reflection of the character's internal transformation (the internal story). Her book on structuring your novel is also excellent, but the character arcs one was the 'aha!' moment for me. It shows you how to map a character's lie, their truth, their wants vs. needs, onto the major structural beats. Suddenly, the plot isn't arbitrary anymore.
