Raven asked, her voice calm.
“My sister was starving,” the boy choked, his eyes darting to the enforcers. “I didn’t mean to—I just—I just needed—”
Raven turned, letting the pack see her, letting the council see her.
“We do not kill for hunger,” she said, her voice carrying.
Soren’s eyes narrowed. “Then you are weak.”
Raven’s gaze sharpened, Shadow rising, gold flooding her eyes as she stepped closer to Soren.
“No,” Raven said softly, her voice like the promise of a coming storm, “mercy is not weakness. Mercy is power.”
