“We’re aware,” Garrett said grimly. “We’ve been the ones bleeding for it.”
The council left with the testimony, and the sanctions would come, and they would matter. But the elder’s warning sat in the room after he’d gone, true and cold. Rodrick survived. Sanctions were not safety. A man like that did not simply stop.
