Tore was still on the Underworld, the master of all dead and sinners. A place where all you see was darkness, fountain of fires and gloomy souls waiting for a miracle to go in heaven but Zeus never want them anymore because when they're still alive, they did all the evil things like killing, raped, bullied others, lied to loved ones, and many more.

Zeus sent them to Hades to pay all their sins forever by grumbling their self in the pit of fire. They have to feel the real pain they caused to all the people who suffered from them while they're alive.
