As a librarian who's weeded this series more times than I can count, I can confirm the official reading order is by publication. The spines are literally numbered. The internal chronology is straightforwardly sequential from book to book, with the occasional look back that doesn't disrupt the forward flow.
I've seen patrons try to be clever and read them out of sequence, and they always come back confused about references to prior cases or personal history. Save yourself the trouble. Start with 'Maisie Dobbs' and work your way through. It's a beautiful, poignant series that deserves to be read as the author constructed it.

I'm waiting for someone to post a link to one of those fancy infographics. You know, the ones with arrows and boxes. But for this series, the infographic would just be a straight line from 1 to 18.
It's not a complex universe with spin-offs and prequels. It's a linear detective series with a continuous timeline. The reading order is the list on the back of the most recent book, where it says 'Also by Jacqueline Winspear'. That list is in sequence. Problem solved.
